(F) luxury goods: reduced VAT but only on "green" sanitary napkins. What will change?

After years of back and forth, the House finally ruled on the issue of the Tampon Tax after the latest proposal to lower the VAT on sanitary napkins and feminine health products, presented by Laura Boldrini and 32 other deputies from each faction.
The last proposal was rejected, but would be re-evaluated.

With a tweet, the Minister of the Economy Roberto Gualtieri informs us that VAT will be lowered from 22% to 5% but only on compostable and biodegradable sanitary pads and tampons.
Gualtieri called it "a first sign of attention to millions of Italians". Is this actually the case?

Let's see what will change.
Although there are no precise dates, we assume that starting from 2020, ecological hygiene products, i.e. those compostable in 3 months and biodegradable in 6 months, are taxed at 5%.
It is definitely an achievement! Not to mention that it would give a green boost to the demand for sanitary napkins and could push manufacturing companies to broaden their horizons, including biodegradable or compostable absorbents, without this type of product being a prerogative of small brands, difficult to find in physical stores (and often a little more expensive than classic sanitary towels).
Furthermore, it could intrigue consumers and invite them to purchase ecological products, discouraging the purchase of traditional sanitary pads which, alas, have a huge impact on the environment.

On the other hand, there is a sense of dissatisfaction due to the fact that razor blades, also used by women, but originally designed and marketed for men, remain taxed at 4%.
And that this conditional decision sounds a bit patronizing. Not that it surprises us, but is it really a win?
